Best baby monitors to used when living in a block of flats?

I am totally confused with all the different types out there!!

I had video monitors for my son but they have packed in, i dont really need them for him now anyway as he is 20 months, but will need for no. 2 (due in April). The video monitors were not brilliant when we moved into our new house as all the neighbours could see our son sleeping through there TV.

Just wondered if anyone else is in the same situation or could recommend the best type of monitor to use.

How much are you looking to spend on a baby monitor. 

I have heard that this is the best baby monitor out there. It has a touch screen and you can pan, scan and zoom but it's a little expensive at around $300.
